Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of opposing developments captured the harsh reality of the current period. By day, political struggles are waged: hopeful statements are delivered from various governments. Immense energy is expended on restraining particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability afforded by up-to-date information. From vantage locations, defense planes that had been deployed to intercept incoming cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a incoming threat. This was a advanced protection mechanism at work, most likely provided by Western nations. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly becomes resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, preventing destruction from ruin and additional electricity failures.
Ongoing Risks
Soon after, a large-caliber weapon engaged a drone somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its destination.
Periodically, this persisted until dawn. Kyiv greeted the morning news: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are demonstrably unable to fill in the immediate future.
Failed Diplomacy
The detailed framework from US administration generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new proposal from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, undoubtedly, continue.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration operates on a principle well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is impossible to force Russia to relinquish the land that it presently holds in Ukraine's occupied territories.
The issue is that while acknowledging this situation, US leadership does minimal to deter Moscow, through words or deeds, from assuming that the status quo will not evolve additionally in its advantage in the coming year.
Divergent Views
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but preventing a total frontline collapse until situations evolve in its advantage.
Present Conditions
Factually, there are no actual prerequisites for a armistice. Now, subjective factors are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
